I never seen the Benny Hill show but I've seen some numerous parodies of the chase scenes which led to this.
My first attempt was so fast that it was too blurry so I had to add more frames.

Could be a bit faster, but it's nothing to lose sleep over. BTW I love Benny Hill, all his skits, and this emote, YAY!

This is very nice. The problem is that it looks "too smooth" to replicate the Benny Hill stuff, but good for animation!

I'm searching for the effect, which I think is probably simple over-cranking but...yeah. Great job!
